Η Κομισιόν ενέκρινε την επιδότηση covid τουριστικών

Η Ευρωπαϊκή Επιτροπή ενέκρινε ελληνικό καθεστώς, ύψους 21 εκατ. ευρώ, για τη στήριξη των φορέων εκμετάλλευσης τουριστικών λεωφορείων και αμαξοστοιχιών που πλήττονται από.... την πανδημία του Covid-19.


Το μέτρο εγκρίθηκε βάσει του προσωρινού πλαισίου για τις κρατικές ενισχύσεις. Η στήριξη, η οποία θα λάβει τη μορφή άμεσων επιχορηγήσεων, αποσκοπεί στον μετριασμό των επιπτώσεων που έχουν για τους δικαιούχους τα περιοριστικά μέτρα που αναγκάστηκε να εφαρμόσει η ελληνική κυβέρνηση για τον περιορισμό της διασποράς του ιού, όπως επιβολή ορίων χωρητικότητας σε αμαξοστοιχίες και λεωφορεία.

Στο πλαίσιο του καθεστώτος, οι φορείς εκμετάλλευσης τουριστικών λεωφορείων θα λάβουν σταθερό ποσό ενίσχυσης ανά λεωφορείο ανάλογα με τη χωρητικότητά του, ενώ οι φορείς εκμετάλλευσης τουριστικών αμαξοστοιχιών θα δικαιούνται ένα σταθερό ποσό ενίσχυσης ανά αμαξοστοιχία ανεξαρτήτως χωρητικότητας.

Η Κομισιόν διαπίστωσε ότι το ελληνικό καθεστώς συνάδει με τις προϋποθέσεις που θέτει το προσωρινό πλαίσιο. Ειδικότερα, i) η στήριξη δεν θα υπερβεί τα 1,8 εκατ. ευρώ ανά δικαιούχο, όπως προβλέπει το προσωρινό πλαίσιο και ii) η ενίσχυση θα χορηγηθεί ως τις 31 Δεκεμβρίου 2021.

Η Ευρωπαϊκή Επιτροπή κατέληξε στο συμπέρασμα ότι το μέτρο είναι αναγκαίο, κατάλληλο και αναλογικό για την άρση σοβαρής διαταραχής της οικονομίας κράτους μέλους, σύμφωνα με το άρθρο 107 παράγραφος 3 στοιχείο β) της ΣΛΕΕ και τις προϋποθέσεις που ορίζονται στο προσωρινό πλαίσιο. Σε αυτή τη βάση, η Επιτροπή ενέκρινε το μέτρο βάσει των κανόνων της ΕΕ για τις κρατικές ενισχύσεις.

Σημειώνεται ότι, η μη εμπιστευτική εκδοχή της απόφασης θα δημοσιευτεί με αριθμό υπόθεσης SA.62171 στο μητρώο κρατικών ενισχύσεων, στον ιστότοπο της Επιτροπής για τον Ανταγωνισμό.

COVID-19: Commission approves Greek scheme to support operators of tourist buses and trains affected by coronavirus outbreak‎

On 23 March 2021, the European Commission announced that it has decided to approve, under the Temporary Framework to support the economy in the context of the COVID-19 outbreak, a Greek scheme to support operators of tourist buses and trains.

On 23 March 2021, the European Commission announced that it has decided to approve, under the state aid rules, an approximately EUR21 million Greek direct grants scheme to support operators of tourist buses and trains affected by the restrictive measures that the Greek government had to implement to limit the spread of the 2019 novel coronavirus disease (COVID-19) (see Commission Daily News MEX/21/1347).

On 19 March 2020, the Commission adopted a Temporary Framework to support the economy in the context of the COVID-19 outbreak, based on Article 107(3)(b) of the TFEU. On 3 April 2020, 8 May 2020 and 29 June 2020, the Commission adopted amendments to extend the scope of the Temporary Framework to cover further types of support measure, and, on 13 October 2020, the Commission prolonged its period of application. On 28 January 2021, the Commission further prolonged and extended the scope of the Temporary Framework.

Greece notified a scheme under the Temporary Framework that will provide operators of tourist buses with a fixed amount of support per bus, depending on the seating capacity. Operators of tourist trains will be entitled to receive a fixed amount of aid per train regardless of the seating capacity.

The Commission found that the Greek scheme is in line with the conditions set out in the Temporary Framework. In particular, the support will not exceed EUR1.8 million per beneficiary as provided by the Temporary Framework and the aid will be granted no later than 31 December 2021. The Commission, therefore, concluded that the measure is necessary, appropriate and proportionate to remedy a serious disturbance in the economy of a member state, in line with Article 107(3)(b) of the TFEU and the terms of the Temporary Framework.
